| Background | There are 27 coral islands in the group. Captain William KEELING discovered the islands in 1609, but they remained uninhabited until the 19th century. From the 1820s to 1978, members of the CLUNIE-ROSS family controlled the islands and the copra produced from local coconuts. Annexed by the UK in 1857, the Cocos Islands were transferred to the Australian Government in 1955. The population on the two inhabited islands generally is split between the ethnic Europeans on West Island and the ethnic Malays on Home Island. | Tonga - unique among Pacific nations - never completely lost its indigenous governance. The archipelagos of "The Friendly Islands" were united into a Polynesian kingdom in 1845. Tonga became a constitutional monarchy in 1875 and a British protectorate in 1900; it withdrew from the protectorate and joined the Commonwealth of Nations in 1970. Small local gardens and fishing contribute to the food supply, but additional food and most other necessities must be imported from Australia. There is a small tourist industry. | Tonga has a small, open, South Pacific island economy. It has a narrow export base in agricultural goods. Squash, coconuts, bananas, and vanilla beans are the main crops, and agricultural exports make up two-thirds of total exports. The country must import a high proportion of its food, mainly from New Zealand. The country remains dependent on external aid and remittances from Tongan communities overseas to offset its trade deficit. Tourism is the second-largest source of hard currency earnings following remittances. The government is emphasizing the development of the private sector, especially the encouragement of investment, and is committing increased funds for health and education. Tonga has a reasonably sound basic infrastructure and well-developed social services.
